1. Description of services:

The services are described in the attached Terms of Reference that follows.

2. Source of funds:

The consultancy services will be co-financed by the Danish Embassy (Danida) & Ministry of Fisheries (MOFI) under FSPS II Fisheries Sector Program Support.

3. Conditions of contract:

The consultancy contract will be based on Vietnam – Denmark Fisheries Sector Program Support (FSPS II) Financial Management and Procurement Manual Guidelines available on the MOFI Website.

 A percentage of the fees budget  + a percentage of

the reimbursables  budget may be payable on commencement

of the assignment  against Application for Advance Payment  

+ Advance Payment Guarantee.

All firms/individual consultants who can fulfill the TOR requirements are invited to submit tender for these services:

5. Cost of tendering:

The Tenderer shall bear all costs associated with the preparation and submission of his tender and FSPS II shall in no case be responsible or liable for these costs, regardless of the conduct or outcome of the tendering process.

6. Tenderer’s proposed personnel:

In preparing the tender, the Tenderer shall give particular attention to the following:

The total man-hours proposed for the services (Annex 2)

The team members shall have relevant experience for example, from  similar assignments and experience from the sector. The team members must be proficient in the languages required in the TOR.

7. Contents of Tender Dossier:

The Tender Dossier issued for the purpose of tendering includes the documents stated below:

·   Annex 2

·   Annex 3

·   Annex 4

·   Annex 5

·   Supplementary documentation as required.

8. Clarifications of Tender Dossier:

Tenderers requiring any clarification of the Tender Dossier may notify STOFA Component/DOP/MOFI, attn. the above-mentioned contact person by letters or email no later than 7 days before the tender submission deadline.

Any amendment to the Tender Dossier will be issued to all Tenderer’s as a written addendum to the Tender Dossier no later than 5 days before the tender submission deadline.

9. Contents of tender:

The tender to be prepared by the tenderer shall comprise the following:

A technical proposal including:

q       The consultant’s proposal for the implementation of the consultancy services, description of methodology and approach, main activities envisaged, and quality control using Annex 4 for activities and outputs.

q       Brief Curriculum Vitae(s) using annex 5 above.

q       A financial proposal in approved format using annex 2 and/or annex 3 above.

10. Tender validity:

The tender shall remain valid and open for acceptance for 60 days starting from the tender submission deadline.

11.  Correction of errors:

Tenders will be checked for compliance with the Financial Management and Procurement Manual guidelines. Errors will be corrected.

12.  Submission of tender:

The tender shall be prepared in 2 languages (English and Vietnamese) and submitted in 1 original and 4 copies in sealed packing prior to the deadline mentioned above to:

The tender shall bear the activity name and reference number given above  and clearly state- TO BE OPENED ONLY BY Chairman of the Tender Evaluation Committee.

13.  Evaluation of tenders:

The evaluation of the tenders will be made by the MOFI  Tender Committee based on the following criteria:

Technical proposal

q       [The consultant’s proposal for the implementation of the consultancy services, description of methodology and approach, main activities envisaged and quality control]

      Weight in the evaluation 40 %.

Strength of CV’s

q       Consultant’s personnel resources to be employed

      Weight in the evaluation 30 %.  

Financial proposal

q       Total corrected fee budget

Weight in the evaluation 20 %

Formalities

Fulfillment of formal tender requirements

Weight in the evaluation 10 %

14.  Award of contract:

The tenderer who has offered the economically most advantageous tender, taking into consideration the scoring of the technical proposal, the strength of the CVs and formalities as listed under point 13, will be invited for contract negotiations.

All other tenderers will receive a written summary of the evaluation giving the characteristics and relative advantages of their tender compared with the tender selected as well as the name of the successful tenderer.
