Accordingly, at the first phase, total investment is about VND 175 billion, funded by the provincial budget, including items of irrigation, transportation, electricity production, lighting, surrounding fences and land clearing cost. The implementation period is from 2018-2020.
The second phase has a total investment of VND 345 billion, from the central budget, including items of traffic infrastructure, executive offices, domestic water supply systems, centralized wastewater treatment areas and other auxiliary works. Currently, the Ministry of Agriculture and Rural Development is appraising the report of the proposed investment policy.
According to Mr. Trinh Hoai Thanh, Deputy Director of Bac Lieu Provincial Department of Agriculture and Rural Development, Project of High-tech Agricultural Zone for shrimp industry in Bac Lieu Province, was approved by the Prime Minister, and supported by ministries and central agencies that create favorable conditions for implementing the project. Bac Lieu Province has created conditions for companies and enterprises to register investment in the area.
Bac Lieu High-tech Agricultural Development Zone is approved in Decision No. 694 / QD-TTg, dated May 24, 2017 of the Prime Minister, with the area of 418.91 hectares in Hiep Thanh Commune, Bac Lieu city, Bac Lieu province; in which, the central subdivision is 103.31 hectares. This is the main nucleus of the whole area invested by the state budget with technical infrastructure, then called on enterprises to invest in production, research, demonstration, receive, transfer and apply technical advances.
The production and processing zone with a total area of 315.60 hectares was approved by the Provincial People's Committee for Viet Uc - Bac Lieu Joint Stock Company to invest. Currently, investors are building infrastructure, testing shrimp farms with 6 membrane houses, and building 10 outdoor farms with a total area of 10 hectares. In 2019, it will continue to invest in building from 20 to 30 membrane houses and build an export processing factory.
Mr. Duong Thanh Trung, Chairman of Bac Lieu Provincial People's Committee, said that when the High-tech Agricultural Zone goes into operation, it is aimed to make nuclear impact, lead and replicate the models of high-tech shrimp farming in the province, Ca Mau peninsula, Mekong Delta and also the whole country. At the same time, being the core and motivation for building Bac Lieu province became the center of the shrimp industry nationwide.
In addition, the Bac Lieu high-tech agricultural zone for shrimp industry also aims to be the center linking with institutes, schools, enterprises applying high technology in the field of shrimp, creating into a complex chain from research into production of broodstock, shrimp seeds, etc. to the stages of intensive shrimp farming, shrimp processing and production; research on shrimp feed production; research and demonstration of supporting industries; vocational training, science and technology transfer, etc.
