In the years from 2021 to 2030, the Natural Resources and Environment sector will launch emulation movements to strengthen management, reusing, recycling, treatment and reduction of plastic waste; launch the movement "Officers, officials and workers say no to disposable plastic products and hard-to-decompose plastic bags"; annually, building propaganda orientation throughout the resources and environment industry on strengthening management, reusing, recycling, treatment and reduction of plastic waste; propagandize and replicate appreciated examples, effective models and initiatives in management, reusing, recycling, treatment and plastic waste reduction.
In the near future, Vietnam will determine to minimize the use of disposable plastic products; do not use plastic banners during holidays, anniversaries and other events; do not use disposable plastic bottles, cups, and straws at offices and in conferences, seminars, meetings; give priority to the selection of recycled and environmentally friendly products; collect and classify waste at offices to serve the waste collecting and recycling activities in general, and plastic waste collecting and recycling in particular; launch a movement of officials and employees in agencies and units in exemplarily restricting the use of plastic bags and disposable plastic products, in propagating and mobilizing relatives and families to “Say no to disposable plastic products and hard-to-decompose plastic bags”.
The Ministry of Natural Resources and Environment will amend and supplement the working regulations and office culture regulations which require all units to reduce and restrict the use of disposable plastic products and hard-to-decompose plastic bags (especially at meetings, conferences, seminars and other events). Right in 2020, the installation of garbage sorting and trash cans at the headquarters of the Ministry will be completed to ensure the collecting of waste for recycling activities; guide the installation of garbage sorting and trash cans at units under the Ministry to ensure uniformity in color and design.
The General Department of Environment builds and publishes the technical document "Instructions for classifying domestic solid waste at homes and offices"; research and propose criteria for minimizing, classifying, and collecting plastic waste in the assessment and ranking of the results of environmental protection activities in localities. Annually, the Vietnam Administration of Sea and Islands organizes a campaign to collect waste and clean a number of national-scale beaches on the basis of determining the order of priority and an appropriate implementation roadmap; associate with World Ocean Day, Sea and Islands Week; regularly propagandize and replicate the model of minimizing, collecting and classifying plastic waste and plastic bags in tourist areas associated with the sea and islands in accordance with local practical conditions.
In particular, the web portal of the Ministry of Natural Resources and Environment will actively propagandize and open specialized pages and columns on minimizing, sorting, collecting and recycling plastic waste; promote plastic products, plastic bags with green labels and eco-labels; promote the propagation of activities applying 5R model (Renew, Refuse, Reduce, Reuse, and Recycle) in production, service business and daily activities to reduce, limit, and proceed to "say no to plastic waste".
The Training school for Natural resources and Environment staff will also train and improve capacity for the Natural resources and Environment officials and employees from the central to local levels about solid waste management (including plastic waste). Hanoi University of Natural Resources and Environment and the University of Natural Resources and Environment of Ho Chi Minh City educate their students about the negative effects of using disposable plastic products and hard-to-decompose plastic bags in order to change students' behavior with plastic products and plastic waste; launched the movement "Students of Natural resources and the Environment say no to disposable plastic products"; encourage students to recycle discarded plastic products into decorative and learning products; praising the typical students in the movement against plastic waste to spread beautiful actions for the environment.
The Ministry of Natural Resources and Environment has assigned the General Department of Environment to develop and complete the Project on strengthening plastic waste management in Vietnam in the direction of integrating existing plastic waste projects, programs and actions to preserve consistency, synchronization, efficiency and concentration of resources; proposing solutions to limit the use of hard-to-decompose plastic bags, integrating them into the Project on strengthening plastic waste management in Vietnam; focusing on implementing tasks and solutions to achieve the goal of using 100% environmentally friendly plastic bags; coordinating with the related ministries and agencies to clarify the statistics on plastic use and plastic waste; building a nationwide database system on plastic use and plastic waste; proceed to stop importing, producing and supplying hard-to-decompose plastic bags from 2026.
According to the plan, the Vietnam Administration of Sea and Islands will develop and operate the International Center for ocean Plastic Waste; develop an information system to control plastic waste from the mainland to the sea and from the activities on the sea and islands; develop a database system on ocean plastic waste; organizing survey, observation and analysis of experiments for research and supervision of ocean plastic waste and ocean environmental pollution control. In the years from 2022 to 2025, the Administration will research and propose to develop a network for observing and monitoring plastic waste in 11 main river basins and 12 island districts serving annual monitoring and 5 years of assessing the current state of plastic waste.
Vietnam will strengthen international cooperation, scientific research, application, development and technology transfer in plastic waste treatment: maintain, establish and develop cooperative relationships with countries and international organizations in managing plastic waste; review international cooperation frameworks on plastic waste management and propose options for joining international treaties on plastic waste management: organize joint coordination mechanism with development partners on projects and tasks on prevention and reduction of plastic waste in each stage, which are suitable for the domestic capacity and qualifications; coordinate and support related units in mobilizing and receiving international funding for plastic waste management, collection, reusing, recycling, treatment and production of substitute products replacing disposable plastic products.
Annually, the Department of Science and Technology (the Ministry of Natural Resources and Environment) will organize research on the current situation and trends of plastic waste generation: the impact of plastic waste (especially micro plastic) to resources, the environment, ecosystem and human health; plastic waste management; invention, application and transfer of advanced technologies in plastic waste treatment and recycling activities, in developing alternative products and materials, and accelerating the circular economy in Vietnam. Annually, the Vietnam Administration of Sea and Islands organizes international scientific seminars on ocean plastic waste; presides over and coordinates with related agencies in sharing information and data with countries in the ASEAN region, East Asian countries and around the world on ocean plastic waste; in the years from 2025 to 2030, presides over and coordinates with related agencies in establishing policies and mechanisms for global and regional cooperation to control and manage ocean plastic waste; to form a framework for regional and international cooperation on the prevention and reduction of ocean plastic waste.
